A series of powerful atmospheric river systems has dumped record-breaking rain — in some areas nearly two feet — swelling rivers beyond their banks, prompting flash flood warnings, and forcing tens of thousands of people to evacuate.

Homes and businesses are under water. Two levees along major rivers broke, leaving emergency responders stretched thin. The danger isn't over — blizzard and high wind warnings continue.
